Tibicen canicularis
I suspect this is T. canicularis.

There are a few species in your area that can resemble one another very closely (T. canicularis, T. linnei & T. pruinosus + reports of T. robinsonianus).

This cicada lacks a well developed black ventral stripe typical of T. linnei & robinsonianus. The node position and the curvature of the forewings also seem less linnei-like.

It lacks the well developed paired pruinose spots at the base of the abdomen typical of T. pruinosus in the mid-West.

Hence I suspect it is T. canicularis.
