This is Spilomyia longicornis, a widespread species in eastern North America. Note "V" mark on thorax.

Well! I got some photos of this guy near Chicago IL. They have been languishing in my process folder till I found these pics. Excellent!
Man, those eyes.. and are they active fliers - buzzing like crazy, almost scary buzzing.
