By behavior alone this pair ought to be a Sand Wasp (Bembicinae) and a Satellite Fly (Miltogramminae), females both.

Same patch of sand where I saw this Gorytes in July

Today's wasp looks more like Bembicina, probably the common Bicyrtes quadrifasciatus.

It is something to watch!
I've seen a Satellite Fly follow a Sand Wasp so perfectly you would swear they must be connected by a string!
