Japanese beetles
These are Japanese beetles (Popillia japonica). An egg of Istocheta aldrichi, a parasitoid fly, is visible on the female. Please fix the date in your submission.

Japanese Beetles
I think the only similar beetles with tufts of white fur along the abdomen are Japanese Beetles(1). Check the species page and compare.
