Size: about 1 cm
Some kind of Syrphid fly I assume. This was on some species of Eupatorium. (One plant, at the edge of a construction area, had a wide array of different critters visiting it.)

Yes, syrphid. Toxomerus geminatus, a male.
Abdomen color is a bit unusual.
