Sarcophagidae?
Tom, this one looks like a fly of the genus Amobia in the subfamily Miltogramminae of family Sarcophagidae. Flies of this group tend to station themselves on the ground instead of foliage. They also tend to fly ahead of us and land facing us head first almost like the tiger beetle does - Chen
