Braconidae…
The long segmented antennae and RS+M vein indicates a braconid wasp. The restless nature is a characteristic of many but not all members of this group.

Ichneumonoidea
Possibly Braconidae, but hard to make out entire wing venation and decide if the first two dorsal abdominal segments are fused or not.
