This caterpillar is on Euthamia graminifolia. It is near one of the pedicellate galls made by Rhopalomyia pedicellata. You can see the gall to the right of its head.

I was beginning to narrow it down to Cuculia. According to HOSTS, Cuculia florea feeds on Euthamia graminifolia.
Thanks, genus is good enough for me right now.
