Size: 1 to 2 mm
I would never have seen this bug if it hadn't hopped.

Delphacid adult
Another short-winged adult, this time "Delphacodes" fulvidorsum, which probably should be transferred to the genus Toya.

 
of course
i would get it wrong--i never even knew there were short-winged adults!

looks like:
a hopper nymph--spittlebug maybe.
