Host plant leaf looks like Aster or Goldenrod
The narrow, elongate, finely-toothed leaf with a dense network of small veins looks like an aster (Symphyotrichum [=Aster]). Another possibility is a goldenrod (Solidago).

Looks more like a sawfly larva
than a lepidopteran to us, but this is a difficult angle to know for certain.
