Is this a moth or what we call in the south skeetereaters? - Nephrotoma

I saw this one the porch this evening while photographing moths, as usual. Is this a moth, or is this what I call a skeeter-eater? The droplets on it's hind legs-are those eggs? Is so, she was laying eggs on the bricks of my porch.

"Droplets"
I think you're referring to its halteres, which are vestigial wings--other insects have four wings, but flies have two plus the halteres.
