What kind of flower?
Knowing host plant can help ID them. There is another leaf beetle with similar appearance but it specializes on milkweed.

Do you have any more views? This isn't really good enough for me to make a positive ID, but they may be the larvae of Leptinotarsa juncta (False Potato Beetle)
