Is this a Thich-headed Fly? There were several of these small flies on the same aster plant.

Yes, Thecophora sp.
It is indeed a thick headed fly, so family Conopidae.
The genus is the sister genus of Myopa, and it is called Thecophora!
In the nearctic there are 8 species (usually black like this one), and they are widespread.
