Please help - Polistes

Size: approximately 1 inch
Very bright red/orange. Building a nest inside a trailer crossbeam. I'm assuming it is a wasp, but have never seen one this color.

It could either be
Polistes carolina or Polistes perplexus. Sorry to say that it cant be determined from pictures alone which one it is. beautiful wasp and awesome picture though!
