Delphinia picta
It's Delphinia picta, a common "picture winged" fly.

 
Thank you for the ID.
I took several photos of Picture winged flies (Delphinia picta)but there are great deferences in size.

Please Compare with these images:

They are about 3/8 inch.


They are big and about 3/4 inch.

The one I photographed today was about 3/16 inch. The smallest of all.

 
Sizes
How did you come up with these three sizes?

Visual size estimates are unreliable. Usually when I list a size on my pictures I have calculated from camera settings or visually compared to an object of known size. There may be some consistency in relative values of estimates by a single person, but I want to hear how you got the sizes.

A factor of two variation I could accept as the difference between a small member of the smaller sex and a large member of the larger sex.

 
The sizes are not completely accurate but
I almost always carries a ruler with me. After I take a photo I usually measure the size if I do not use zoom mode. So they are estimate but I beleive they are not too far from the actual sizes. I took all of these winged flies' photos with macro mode and about three inches in distance from my camera. Also not only difference of sizes but also the colours and shape of the abdomens are different. Thank you.
