looks like a mud dauber / spider wasp, has a striking red section on the rear legs.

Spider wasp
Nice image of a spider wasp in the genus Ceropales, if I am correct. The terminal abdominal segment is of a typical shape for that genus at any rate. They are "kleptoparasites" of other spider wasps, meaning the female lays her egg on the spider prey of another spider wasp, and the larva that hatches eats the spider before the rightful owner's offspring can. Neat find, Susie!
