It, along with many others were on a leaf. very tiny.

The red passenger is probably a small mite. Some of them are parasites, others hitchhikers.

Looks like a treehopper nymph. Looks similar to Publilia concava but I'm not sure California is in its range. Please wait for an expert to comment though.
