Guesses
Is has some characters of Simulium but the veins are not right (e.g. forking of M). It also resembles a general Bibionidae but has not enough crossveins.

Do you have any more pictures? I see traits of three or four families but it probably does not belong to more than one.

 
I didn't get too...
many pics of this bug. But I will see what I have. Maybe I can find another similar midge this weekend.
