Size: 3/8" ?
Although I have been told this is a Bembix the projections between the antenna make me think it might be a fly. And Bembix are not listed for Illinois the range maps. This was a very fast insect.

Bembix for sure.
Genus ID is correct. Great image! Many Bembicines have mouthparts that are elongated and could be mistaken for a fly's proboscis, but few flies have long antennae.

it's actually Bembix
Yours looks like a Bembicini Tribe member to me. Here's a Bembix americana that I found digging, which to me looks quite similar to yours. They're also called Sand Wasps. Wait for expert ID, confirm though. I'm not.

I corrected spelling, and will wait for more opinions. I cannot see if yours has the little projections between the antenna like mine does.

 
I'm not seeing projections
I looked at it full size. I just see hairs, and some flower petal. Not sure what it is you're referring to.

 
Projections
Andrew, Check out this link to the original size on Flickr. What I am talking about looks like a black and a white striped projection(s) coming straight forward from the face, and thicker then the hairs around it.
