While there is salt marsh nearby this particular location where this Hoverfly was found has mostly freshwater qualities that are isolated from the salt marsh.

Paragus?
I can usually ID these easily, but the sort of pointed abdomen and tan wing color aren't things I associate with Paragus. What do you think?

The tan wing color is probably more the quality of the light at the time I took the photo. It was doing the hoverfly thing.

 
The Hoverfly Thing - a syrphid dance craze
Does it tuck its tush under while doing so? Then I'd say Paragus for sure. (I find a lot of them in San Joaquin Marsh.)
