This may get more attention with the other tiger beetles than buried in ID Request. Two metallic blue species found on Mt. Rainier are C. depressula and C. oregona, but I'm not sure there's enough detail in this photo to tell which one it is. C. longilabris perviridis is also similar but metallic green, not blue.
