I see a lot of these now. Also green and gray ones. I assume they're overwintering nymphs, but what exactly are they?

You are 100% correct
They are Chortophaga viridifasciata, and they will mature in the spring. This one is in it's fourth, or next to last instar, meaning it is most of the way grown up already. Based on where you are, the ones you are seeing are most likely all the same species (color varies).
