Habitat
These were at the edge of a pond beside a woodland road - that's all I can remember.

At that size...
I think it has to be a limnephilid, such as Platycentropus or Limnephilus. Perhaps someone more knowledgeable will suggest a more (or less) precise ID. Habitat info might help narrow it down...

 
Limnephilid
Certainly looks like a Platycentropus or Limnephilus larval case. Don't believe Platycentropus are known from New Brunswick, but Limnephilus (L. ademus, L. moestus, and L. perpusillus) are.
