I'd guess gall wasps
Wasps of the the Family Cynipidae often make galls on oak leaves. Check here for more information and here for more pictures of galls.

 
I agree
I think they're the same as these

...which I've tried once or twice to identify but couldn't find a perfect match. It would be great if you could collect some and see what comes out... cutting the galls open and getting a picture of what they look like on the inside might also help to key them out.

tomorrow, Charley. The weather down here has been a bear of late and many of the animals and their "artifacts" tend to get lost in those conditions.

 
Dryocosmus make very similar
galls in construction if not coloring, what with the "lid" conspicuously on "top". By the way, Peter, thanks for the link to the gall pages (I couldn't find it myself, not being particularly computer-literate). I managed to find a couple of galls I had pics of that have been kicking around for a number of years.
