Size: abt. 18 mm
There was apparently a hatch of these in my front yard, in spite of freezing temps for several nights recently and a couple inches of snow once. Today was in the 60s and there were at least three of these within 20 feet of each other late this afternoon. When it spread its wing to fly away, the dorsal side of the abdomen was orange.

Cicada Parasitoid
Family Rhipiceridae Genus Sandalus. I'm pretty sure its Sandalus niger.
