You sure this is from NJ?
I do not recognize those markings... The multi-color antennae and the thick yellow stripe after T1 (usually not as thick in fuscatus). But what else could it be in NJ?

I am very interested to hear what Mathias Buck has to say. There also appears to be some odd coloration or depression on the thorax

 
Could be Polistes annularis
I think this is Polistes annularis based on the key to northeast species of Polistes.
