Found in the daytime under the lid of an empty storage bin.

Reduvid
Legs have no fins like leaf-footed bugs (family Coreidae) while head bears a thick, strong stylus for puncturing other insects, a hallmark of family Reduvidae. I'm guessing this is in same genus as Wheel Bug.

Wheel bug.
It is indeed a wheelbug. It may have had a molting problem, or a genetic anomaly, accounting for the diminutive "wheel."
