Size: 26 mm
This orange tinge of the face is more intense than in female gender, but fades rapidly to pale yellow as the individuals are aging. Also note the rounded lower edge of the clypeus.

European Hornet
Do these hornets kill cicada's? I saw what looked to be a 2 - 3 inch hornet drop from a tree with a cicada in tow and kill it then fly away. I have no pictures but does this sound like a European Hornet to you?

 
Sounds rather like a Cicada killer (Sphecius speciosus)
You'll find many good pictures of this superb Crabronid wasp in this Guide. However, hornet workers do sometimes prey on Cicadas too (see photo nr. 6141 in the same species' page).
