Is this an Eastern Yellowjacket? Can someone confirm and give gender? I found him/her on a plastic tarp in my yard. Very lethargic, and not ill-tempered!

Correct.
Species ID is correct. This is a worker. Males have a longer abdomen with a blunt tip, and much longer antennae.
