My guess would be a Woolly Bear (or Isabella Tiger Moth.)

Additional question
Is this a color variant of the well-known banded caterpillar or are they all banded and this, and others like it, is just in a non-banded developmental stage?

According to our caterpillar guide, they come in the typical banded, as well as straight brown, tan, or blonde. So, not an age marker.
