This is P. palliceps, based on the locality. It is the only species in this genus in the northeast (there are hundreds of species, almost all undescribed, in the Neotropics, but only 3 spp. known in the US).

Moved from Pterogramma.

=v= you're probably right
I just haven't seen one quite like this one before. And I did find quite a few other more common Phorod flies in the same leaf litter.
