Size: less than 1 inch
I'm thinking this is the green form of Northern Green-striped Grasshopper. Chortophaga viridifasciata. I just posted a pic of brown form from same location. There were many brown forms, but this was the only green I saw (assuming I ID'd correctly). :)

Looks like
a male fourth instar nymph. The green males are (in most regions) much less common than the brown ones.
