Size: ~1.5 inches long
This was stuck very firmly to a canvas bag on my back patio. It did not appear to be "alive", but when removed, some sort of secretion appeared to be on the underside. I attempted to photograph the underside, but did not get a good, clear image of it. The outside was pretty hard. I don't even know if this is a bug or some sort of cocoon, but would love to find out.

Egg case?
Somewhat resembles a praying mantis egg case.

That is an egg case (ootheca) for Stagmomantis Californica based on the location you found them. It should hatch out 50-60 little praying mantis after 1-2 month of incubation.
