This larva has the same darkened area as the ones here

Only full-grown larvae develop this dark spiracle plate and this is the state that they will overwinter in the galls; around April they pupate inside brown puparia, see tagged photo. However the conditions in which I've kept a couple of galls seems to have hasten their development, see the adults below. I got this information from the book Plant Galls by Margaret Redfern & R R Askew, Richmond Publishing, UK, 1998.
