Agabus confinis (Gyllenhal)...
seems best fit for this specimen based on size, dark colouration, and locality data- a widespread Agabus in the north.

Probably in the confinis group, will have to check my refs to be sure.

Agabus...
is a distinct possibility. The image is a little dark, though.
