Mating pair of Strauzia longipennis. Notice the two pairs of frontal bristles on male are enlarged and flattened. Also the wing patterns are different between male and female.- Chen

No,
I don’t think they are the same species based on the shape of the eyes and other characters. I have been working on them and wish I could see the wing patterns and the arrangement of the orbital seta. - Chen

Lauxaniidae, Tephritidae? perhaps
Remind me of Lauxaniidae, perhaps, but I am not a fly guy. Or maybe a Tephritidae? This photo from the guide looks similar:
