I've seen similar on hackberry
Hackberry is an elm relative. I have some blurry photos of similar-looking aphids that I found on it - exactly this maroon-red color. Alas, it was late fall and a cold snap did them in before I could get to the site with my good camera. I expect they'll be back next year and will aim for better photos then!
