What can I say--it's a fly. It's on a leaf of Lobelia inflata...

Tachinid fly
So, this is a fly in the family Tachinidae, and it is in the subfamily Phasiinae! It reminds me of the genus Gymnosoma or something close. These flies don't look as the usual tachinid fly which is very bristly! Most members in this subfamily are parasites of the true bugs.
