Cybister, I think
These are tough, but I think this is Cybister. Quoting from the summary on the guide page for the family, where there are references:
Lower/outer hind tibial spur much wider than upper/inner in Cybister (seen here, I think), spurs similar in size in Dytiscus.

Other characters: On metatarsi, outer margin of Cybister has a narrow fringe, lacking in Dytiscus. Metatibia of Cybister is short and broad, that of Dytiscus is longer and narrower.
