Ypsolopha sp.?
I'm not at all sure this is in Ypsolopha but there are several similar examples at BOLD under Ypsolopha rubrella here. I'm out of town for the hollidays with a slow connection and I don't have my Powell book. If you have it, you might look that species up. There appears to be an error on the BOLD page for this species. The images are in two different clusters, BOLD:AAH5064 and BOLD:AAF5804. Yours looks similar to the examples in the latter. One of them is likely wrong but I don't know which. I suspect BOLD:AAF5804 is incorrect because MPG has a Powell image which looks very different.

Moved from Moths.

Definitely moth, not caddisfly.
Beyond that... can't tell you much, I'm afraid.
