Size: 2 cm circumference
Only 1 larva inside, along with what looked to be a dead ant.

. Spongillafly cocoon for sure (the pupa is hidden inside it). The larvae feed on freshwater sponges, then crawl out of the water to spin these amazing structures.

Looks like
a Spongillafly pupa (Sisyridae):
But there may be other similar structures with which I'm not familiar, so please wait for a second opinion.
