I'm calling these my "Halifax flies". On closer examination, I see I either have 2 species or a male and female of the same species. Images were taken in a backyard near downtown Halifax. I'm fairly sure these are "dance flies" i.e., Empididae. Please refer also to my other set of images for the darker of the 2 individuals for comparison.

Species 1: light reddish brown abdomen with dark circles
Species 2: yellow abdomen with bars, rest of body black

OK, Rhagio.
At least part of my id was correct: it's a FLY!

I notice few of these have been id'd to species -- must be a difficult genus.

There are about 25species in the US and they are not so difficult, but you often need to examine the male genitalia and other obscured structures and there are very few people out there who work with this nice group...
