I'm not sure
I'm not sure this is S. fraterna. The Gill key says the thorax should be dark grey (vs. reddish orange in S. tincta), which I found a little ambiguous. Sometimes tincta have a greyish tint over a reddish background. The photos of S. fraterna on GBIF are really distinctly dark grey, and this doesn't seem to match that.

 
Color corrections
Chris, the original photo was too warm (reddish/yellow) and I just corrected the color as close to what it's supposed to be as I can.

You may be right, I'm not sure. If you want to move it back to S. fraterna, I won't make a fuss.

This has almost the same colouration as your Pherbellia, but the chaetotaxy is quite different. With the strong spines on the wings, convergent postverticals, and a vibrissa, this looks more like a heleomyzid.
