Moved from ID Request. Some of the eggs are exposed toward the top of the mass.

Hm-m-m....
Either a clutch of gypsy moth eggs, or a bunch of cocoons of a braconid wasp. They have hatched, apparently. Yeah, I'm leaning toward gypsy moth. Dang!
