Alright. ID details from this photo
1)Light scales apical on abdominal tergites
2)Abdomen pointed
3)Subapical narrow white-scaled ring on hind femora
4)Hind tarsomere 1 with median white ring, all hind tarsomeres with broad basal ring
5)Proboscis dark-scaled with wide yellow-white median band
6)Tibiae "liberally speckled" with white scales

bent sheath
Unless I'm seeing things, it looks like the sheath that normally surrounds the sucking tube is bent to allow the tube to penetrate the skin. It looks somewhat like the bent sheath in this leaf-footed bug. I'm guessing that "proboscis" includes the sheath and the sucking tube, and that technical names exist for these parts.

Yep, the outer sheath is formed from the labium. Each order of sucking insect has arrived at their particular mouthpart configuration independently (unless you consider Hemiptera to be divided into Heteroptera and Homoptera).

 
On second thought
Well, I guess the fleas and the flies share some homologies as well.
