Could these be some sort of aphid?

Size: about 5mm long
There are quite a few of these on my NEEM TREE of all plants! Neem is suppose to be really good for pest control, but it seems to be affected by these pests. These little buggers are very fuzzy all over the top of their bodies. Sorry for the poor quality of the pix, it's a new camera and I'm still getting use to the macro setting.

They remind me of mealybugs, or something related.
