Size: 1/4 inch long
Is this a type of fly nymph?? He was not able to fly and seemed to want to hide in the plant undergrowth. Thanks!!

Not a nymph.
Flies have complete metamorphosis; an immature fly would be a maggot.

This looks like something in the Scathophagidae--maybe in/near Scathophaga:
