These mealybugs were crawling all over the bark of a beech. Any ideas?

looks like Hyperaspis sp.
Now that we've finally got some confirmed Hyperaspis larval images on BG, I believe this is in that genus: the broader body shape, short woolly dorsal tufts, and longer lateral tufts are typical of Hyperaspis larvae.

Mealybiug mimic?
Certain coccinellid larvae develope wax and mimic malybugs that is their food source. I think this might be it if it moved quite a distance and quickly.

 
As I Remember
They were pretty active. The tree was covered with then, all around the first branch.
