Yes, teneral female -
the appendages and coloration at the tip of the abdomen would be different in the male. Check out Lynette's . The body color is an indication that the animal has recently eclosed and is hanging out drying in the sun before taking on her full adult life.

 
Body coloration
All the Green Darners abdomens' change color as the air temp gets cooler, usually a purplish color like you see here. This is probably an adult Female on a cool day.
