World Birding Center HQ at Bentsen-Rio Grande Valley State Park, Hidalgo County, Texas, USA
Size and shape of this Cicadellid seems to match Oncometopia more than anything else on BugGuide from the family, but certainly is not O. orbona. Maybe another species of the genus? Or another genus, not on the Guide yet? I think the plant is Whitebrush or Jazminillo (Aloysia gratissima).

Homalodisca vitripennis
The flattened head and "glassy" wing patches are distinctive for this species.
